Post-Katrina  The concept for the Carver Cultural Center is as relevant today as during its inception in 1996, if not
even more so.  The Carver Cultural Center is a project of The Umoja Institute of African-American Culture, Trade and
Economic Development, Inc. whose mission is to promote and conduct economic development and improve
economic conditions for persons of African descent and the general New Orleans community.  In the aftermath of
the devastation of Hurricane Katrina and masses of the populace of the inner-city displaced throughout the United
States, the perpetuation of the culture is seriously threatened.  Cultural traits are oftentimes involuntarily passed
from generation to generation and because such a large segment of the New Orleans population is displaced
elsewhere in the country, some of the major practitioners of various aspects of the New Orleans culture are not able
to contribute to the growth and development of the flavor and feel of New Orleans.  Of utmost importance to the
success of this project is the acquisition and legal title to realty necessary to develop the center and funds are
